Q7 settles the scope of the MCP surface and Q17 settles governed access. Both decisions hold the question of who runs a hosted server and how it is deployed, and neither answers it.

The corpus owes the operational shape: who runs the server, and how it reaches an operator.

Q11 records that this surface and the probe harness are the only two places in the specification where a commercial tier could sit. Until somebody runs one, nothing supplies the shape.

This item is data or a deferred component, so the first real adopter is the evidence rather than a further argument.
