Admission criterion 5 has no reading for an entry that serves neither core purpose
Context
Criterion 5 asks an entry to name which of its facets carry the core roles, and which of its kinds serve rationale and behavior. It supplies an escape for one shape only, which is a facet-only overlay that composes onto a base.
The brd-prd entry is not that shape. It declares two kinds, a purpose, a voice regime, a facet, a relation, a shelf and two identifier schemes. It serves a third reader intent instead of either core purpose. Its first finding at line 163 holds the argument, and the entry took a reading rather than a refusal.
The reading is not new, and that is what makes it worth recording. The decision-record entry reached the same position first and read the criterion the same way, without naming the gap. Two entries have therefore read criterion 5 this way, independently.
Obligation
The owner owes a wording of criterion 5 that either admits an entry with a third reader intent or refuses one. The criterion is the gate for every later entry. Two of the five admitted entries passed it on a reading that the text does not carry.
#520 is the ruling, and it covers criteria 2 and 5 together. The criterion-2 half is HW-OBL-0186. This record is the criterion-5 half, and it states the gap where a reader of this register meets it.
Discharge
This record discharges when criterion 5 states what it asks of an entry that serves neither core purpose, with the reason. A ruling that the present wording is correct discharges it as fully as a ruling that changes the wording. Either one says which reading the two entries should take.

HW-DR-0079 states the reading, and this record closes. A full entry that serves neither core purpose with a kind of its own now satisfies criterion 5 in one of two ways. It names the base declaration that serves each purpose, or it extends a base kind that already serves it. decision-record takes the second reading and brd-prd takes the first. evidence-and-obligation takes neither, and its admission stays refused on criteria 1 and 4, unchanged by this ruling.
