Context

Of 332 linked document pairs, 144 run from one specification to another and 106 run from an evaluation to a specification. No relation in the base or in the entry admits either pair.

Obligation

Under Q4 every one of those prose links is an advisory finding with no fix, because the author has nothing to declare. A rule that reports a fifth of a corpus and offers no remedy trains its readers to ignore it.

Discharge

The count today is 1135 links of 1664. Both numbers come from a regular expression over the body text of each document, which is the weaker of the two instruments that now exist. The parser finds 1906 links in the same corpus, and 1604 of them reach a file that the census walked. So the totals here move when the advisory check lands.

What closes this is a relation that admits the two pairs, and no entry in the library declares one.
