The promotion record has three members and no unit, scale or shape
Context
Spec 4 says that the promotion criteria are recorded with the control, and it names an observation window, a false-positive threshold and an adjudicated sample. The meta-schema declares all three, and each one is prose.
Obligation
Nothing states a unit for the window, a scale for the threshold, or a form for the sample. A duration, a ratio and a reference to an evidence record are the three shapes those want.
Discharge
Spec 4 states none of them, and a closed set here would refuse a control before anyone has written one. The base package records no criteria at all. Twelve of its eighteen controls carry no promotion record, and the register reports that count.
