No count exists of adopters who stopped at the license terms

Context

Q11 settles Apache-2.0 for the engine, the library, the base package and the bundles. Permissive terms should remove a step before a trial.

Obligation

The instrument is a count of adopters who report the terms as the reason that they stopped.

Discharge

That count needs a public channel, which does not exist yet. Nothing else can supply it, because a private trial leaves no record of the reason anybody declined one.
